The language is a property of the character and you can have Greek citations in English text, for example. If you want to use different languages in a document, you have to define respective paragraph styles (or do the trick per direct formatting as in the example). Tools > Options > Language allows to define just the initial language for the default paragraph style. Admittedly this is confusing, and improvements have been requested many times.
