If you have a look at the page Sidebar they are different between writer, (calc), and impress/draw.

writer

There are two sections the Format and Styles section (in addition there is Header and Footer section)
- In draw/impress there is Insert Image which could be also there in writer (watermark)


draw/impress

There is only one Page section.
- Width and Height stuff is missing, but can be useful at least for draw where you can have special print sizes. I would recommend to add the two entries
- for consistency I would recommend to have in draw/impress also an Styles section with 
- Background
- Insert Image
- Master Page

In draw an grid configure section could be useful in the page sidebar.

It's called "content panel" and allows to show content from different contexts. See also https://wiki.documentfoundation.org/Design/Guidelines/SideBar

Don't think we should aim for consistency over module's sidebars. The insert image function is easy to reach and not crucial in Writer.

What is the need for a "page" sidebar in Calc?

No further input, so let's resolve as WFM. "Consistency" of sidebars across modules is not necessary.
