The cells, which you want to sum, do not contain numbers but text. Text, which looks like a number, is not automatically converted to number. You need to make sure yourself, that the content is really numbers.

I am very sorry but the cells are NUMBERS 

I clicked on the top menu on FORMAT and chose NUMBER WITH 1 decimal

Be aware that I have the french version of Calc

For unknown Reason, the version on my other computer ( Windows 7 ) is working properly

It is only the version 6.1.3.2 on my Windows 10 that is not working properly

Please use menu View > Value Highlighting. Numbers are blue, formulas are green and text is black.
Or write the formula =IsText(C3) into a free cell. It results in 'true'.

Changing the format of cell from text to number format after the cell has text content, does not convert the type of the cell content to number.

I found the reason for the bug: here in Canada we use the DOT instead of the comma for decimals. If I use the comma, the SUM is correct. Is there a way to force Calc to use the DOT ? My operating system is using the DOT for decimals. Otherwise I will use the comma. Thank you
