I am using since years very heavily the drawing feature with varying formats (portrait and landscape, A4 - A3 - A2). Now the feature 'format page' is completely missing. This would mean I have to give up libre office completely. What kind of Human-Machine Interaction philosophy is this?

On pc Debian x86-64 with master sources updated today or with LO Debian package 5.2.0.4, I've got "Menu Format/Page Properties" ("Folieneigenschaften")

Also for the test, could you rename your LO directory profile? (see https://wiki.documentfoundation.org/UserProfile#Windows)

I have the same bug but in Linux rather than Windows. I'm using a Lenovo E360 with Kubuntu 16.04. I first noticed this Draw component bug in LO v5.1.4. I uninstalled LO v5.1.4 and installed v5.2.4. There was no change. The issue is that, under Format > Page Properties, there is a Page Background tab/option but no Page or Page Setup tab/option at all. It's not there. That, of course, is the option/tab where the page orientation, page size, and margins are set.

The page settings have been moved into the new menu "Page". There you will find "Properties".
