In Microsoft Word you can use page setup to change how a page's content is justified vertically within the page's boundaries.  The options are bottom-up, top-down, and center.

Libreoffice should be able to do the same...especially if its trying to import a MS word document having that formatting in it.

You can use a table to vertically align text. If you think there is a compatibility issue please add example files.

And finally, have you checked ask.libreoffice for an answer? This is likely to be a FAQ.
