Have you created such case in Excel, where XLSX is the natural file format? Is Excel itself doing what you expect? I am not saying Calc should or should not do it, but I would start by what the XLSX file format and Excel can actually do with such "mixed" cells. Unfortunately I don't have a licence for Excel (and I'll be damned if I'm paying for one) so I'm unable to create/edit documents with it. Don't know how it'd do things. However even just within LibreOffice this would seem to be inconsistent behaviour, wouldn't it?
